SELF-EMPLOYED WORKER
This category is used to accommodate candidates who do not qualify as skilled workers but who can still offer Quebec an interesting professional diversity. It is intended for professionals and traders who are already self-employed in their country of origin or residence and who have proven themselves. This is to present a business plan featuring a service related to the candidate’s specialization in a specific professional or commercial field.
However, most professionals in Quebec must be affiliated with a professional Order to perform the duties attached to their title. This reality constitutes a significant impediment for certain candidates such as doctors, nurses, dentists, veterinarians, engineers, architects, lawyers, etc., since they will not be able to occupy the functions attached to these professions as long as the professional orders will not have admitted them to their rank. This process can be long and laborious in some cases and is not feasible in the short term.
The eligibility conditions are quite minimal: to have a secondary diploma but preferably a professional diploma, to have acquired professional experience of at least 2 years in the profession that one intends to practice in Quebec and to possess a minimum of $ 100,000 CDN in net personal assets.
A start-up deposit of a minimum of $ 50,000 CDN is required for the establishment of the operations of the self-employed worker in the Montreal Urban Community(MUC) and $ 25,000 for its establishment outside MUC.

A “Self-Employed” program is also offered by Immigration Canada but under a very restrictive definition. It is intended for candidates with experience as a self-employed person in the artistic and sports fields or who have participated in cultural or sporting activities of international level for at least 2 years in the last 5 years.
Since March 2018, the agricultural management component of this program has been closed.


ENTREPRENEUR
This category is intended for business people who have a commercial project to set up in Quebec or who intend to buy an existing business in Quebec. It involves having experience in business management in one’s home country or residence and having legitimately accumulated a minimum of CAD $ 900,000 in net personal assets. This program requires a detailed business plan, meeting the criteria of feasibility and relevance of the business project in a Quebec business context. Moreover, Immigration Quebec requires a minimum investment of $ 300,000 CDN if the place of establishment of the company is planned to be in the Montreal Urban Community (MUC) or $ 200,000 CDN if the company is intended for the outside the MUC.
A new requirement has been introduced by Immigration Quebec as part of its new program. From now on, a $ 200,000 CDN security deposit in a bank account in Quebec will be required to ensure that the applicants’ business intentions are realized within 12 months of being established in Quebec. Before exploring this option, you must ensure that you have or have easy access to transferable cash in Quebec.

INVESTOR
This program is for applicants with significant financial resources who do not wish to have conditions attached to their permanent resident status, as may be the case for entrepreneurs and self-employed workers. The requirements of the new program are as follows:
– Have business management experience of at least 2 years full time in the last 5 years;
– lawfully accumulating a net personal asset of a minimum of $ 2,000,000 CAD (combined or not with that of his spouse);
– Be prepared to divest about $ 350,000. This is in fact a passive investment of a fixed amount of $ 1,200,000 CAD, which is financed by a Canadian bank affiliated with a securities dealer registered in the Investor Program. The investment is made on a term of 5 years. The cost of this financial package is $ 350,000 CAD for the candidate and covers the interests that run over 5 years and the administration fees of the program by the chosen broker. The investment is used to finance expansion and research and development projects for small and medium-sized businesses in Quebec through a para-governmental organization called “Investissement Québec”.
